Monthly Retainer Services

Our monthly retainer programs provide consistent, predictable support that integrates seamlessly into your operations. Each retainer level builds progressively on the one below it, adding more frequent monitoring, deeper optimization, staff coaching, and Performance Partnership incentives as your needs grow.

These retainers are ideal for systems that want reliable expert oversight without the cost and commitment of additional full-time staff. All retainers include detailed monthly activity reporting, secure long-term data archiving, and the flexibility to adjust scope as conditions change.

As a new consulting practice, Sirion Water Solutions is currently offering founder’s rates on monthly retainers to the first few clients. These rates reflect our commitment to building strong, long-term partnerships with small-to-medium water and wastewater systems in Oregon while we establish our track record. Clients who engage during this period will remain grandfathered at their original rate for the entire duration of continuous service. Standard professional rates will apply to new contracts once initial references and proven results are in place.

    Basic Monthly Retainer

    10–14 hours per month

    The Basic Monthly Retainer is designed for small water and wastewater systems that need reliable, ongoing compliance support without the cost of full-time staffing. This retainer also serves as a flexible foundation that can be scaled into Sirion’s full Performance Partnership program as your system’s needs grow.

    Sirion Water Solutions provides expert oversight of your regulatory sampling program. This includes a thorough review (or creation) of your sampling protocol to ensure full compliance with state and federal requirements from the governing agency. On-site training and supporting materials are provided to your team so samples are collected correctly, documented properly, and handled according to chain-of-custody standards. Sirion coordinates sample pickup and ensures timely delivery to the certified laboratory. All laboratory results are reviewed, interpreted, and incorporated into the required regulatory reports, which we prepare for your submission. Regulatory sampling requirements are monitored continuously, and you will be promptly notified of any changes that may affect your system.

    Once per month, a scheduled on-site visit (up to 5 hours) is conducted to inspect the treatment system, verify that sampling protocols are being followed correctly, identify any developing issues, and deliver practical recommendations for improvement. These visits also provide an opportunity to address your questions and concerns directly, as well as conduct basic troubleshooting or early identification of potential compliance risks. Additional support is always available during business hours via phone or email.

    All activities, observations, recommendations, and outcomes are summarized in a clear monthly activity report delivered to you. This report also includes trending of key data to provide a longitudinal and forward-looking view of the system’s performance. 

    For Sirion’s internal use and to support effective long-term system optimization and troubleshooting, Sirion will securely retain copies of all data, reports, and related documentation for a minimum of seven (7) years following the termination of services. This allows for historical trend analysis, performance modeling, and rapid response support should future questions or regulatory inquiries arise. Upon written request, Sirion can provide archived data to the client at any time during or after the service period (reasonable data retrieval fees may apply for very old records).

    Standard Monthly Retainer

    15–19 hours per month

    The Standard Monthly Retainer is designed for small to medium water and wastewater systems that face greater regulatory oversight and require more frequent process monitoring and hands-on support than very small systems. This level is typically where Sirion’s Performance Partnership program begins to deliver clear financial value through measurable improvements in efficiency and compliance.

    This retainer includes all services from the Basic Monthly Retainer, plus enhanced support through weekly remote review of SCADA data and laboratory results. Trend analysis is performed to enable proactive process monitoring and minor adjustment recommendations aimed at maintaining or improving overall system performance. In addition, two on-site visits per month (up to 5 hours each) allow for more thorough inspections, diagnostics, troubleshooting, and detailed process optimization.

    This increased level of engagement helps systems under higher scrutiny stay ahead of potential issues while laying a stronger foundation for performance-based incentives.

    Enhanced Service Retainer

    20–24 hours per month

    The Enhanced Service Retainer builds upon all services included in the Standard Monthly Retainer and is designed for systems seeking deeper operational improvements, staff development, and measurable cost reductions. This is the first tier where Sirion’s Performance Partnership program is implemented by default, allowing you to direct efforts toward specific cost-saving opportunities or targeted operational pain points.

    At this level, Sirion provides proactive optimization recommendations based on observed trends in process data, chemical pricing and availability, equipment and instrument condition, chemical usage patterns, and laboratory results. During on-site visits, staff coordination and coaching are included to support the introduction of new equipment, updated operational procedures, or industry best practices. In addition, Sirion can act as a liaison with regulatory agencies, serving as an advocate on your behalf when needed.

    This enhanced engagement delivers a higher degree of hands-on support, enabling systems to move beyond basic compliance toward proactive, data-driven optimization and stronger staff capabilities.

    Premium Service Retainer

    25+ hours per month

    The Premium Service Retainer is designed for water and wastewater systems facing significant operational or regulatory challenges, or for facilities that require a higher level of dedicated support to achieve timely turnaround and sustained improvement. This retainer includes all services from the Enhanced Service Retainer, and at this commitment level, Sirion’s Performance Partnership program creates the greatest potential value for you, enabling intensive plant optimization, root-cause analysis, and recovery from difficult situations while aligning incentives around measurable performance gains.

    Additional on-site support is scaled to the hours contracted: one additional site visit (up to 5 hours) is included for every 10 hours beyond the initial 20 hours per month, scheduled as needed or requested to address urgent priorities. Sirion can also provide targeted support for complex issues such as persistent non-compliance events, major process upsets, or development of customized improvement plans that integrate with your long-term asset management or capital improvement needs.

    This intensified level of engagement provides the bandwidth and expert guidance necessary to resolve persistent problems, restore compliance, optimize treatment processes, and build long-term operational resilience for systems that need more than standard support.

Retainer Addons

In addition to the core monthly retainer services, Sirion Water Solutions offers flexible add-on options that can be attached to any retainer level. These add-ons address specific gaps in coverage or provide extra peace of mind for systems that need occasional extended support without committing to a higher base retainer.

Add-ons are billed monthly and can be added or removed with 30 days’ notice, allowing you to adjust support as your system’s needs change. Current available add-ons include after-hours and weekend on-call availability as well as Direct Responsible Charge (DRC) or Designated System Operator (DSO) coverage.

After-Hours/Weekend On-Call

This add-on provides reliable after-hours and weekend availability from a certified operator with Sirion Water Solutions. Support is available by phone for urgent questions, alarm responses, process guidance, and emergency decision-making outside normal business hours.

If an on-site response is required, Sirion will coordinate assistance and can respond or provide backup support as needed, working alongside the system’s on-site operator or staff. Through a properly developed written protocol, this service can significantly reduce the frequency of after-hours calls to the designated Direct Responsible Charge operator by providing high-level experienced oversight and guidance for most situations. However, the DRC retains ultimate accountability, and certain high-consequence situations falling outside the protocol may still require their direct involvement.

This add-on helps ease the on-call burden for the DRC and other staff while supporting the system’s ability to maintain continuous qualified oversight. All after-hours activities are documented and summarized in the next monthly activity report, ensuring full continuity with your primary retainer support.

DRC/DSO Coverage

Direct Responsible Charge (DRC) or Designated System Operator (DSO) coverage satisfies Oregon Health Authority (drinking water) and Department of Environmental Quality (wastewater) requirements by formally designating Sirion as the certified operator in responsible charge.

This add-on includes formal oversight of day-to-day treatment and distribution/collection decisions that affect public health and regulatory compliance. It encompasses 24/7 availability for emergencies, serving as the primary point of contact with regulators when needed, and assuming accountability for operational decisions during the contracted period.

This service is particularly valuable for systems lacking a full-time certified operator, during staff transitions, or when facing heightened regulatory scrutiny. It can be added to any retainer level for comprehensive coverage. All activities performed under DRC/DSO are fully documented and integrated into your monthly reporting.

Performance Partnership

The Performance Partnership is Sirion Water Solutions’ performance-based incentive program designed to align our success directly with yours. At its heart, this program reflects a simple belief: small and medium-sized communities deserve water and wastewater systems they can be proud of — systems that protect public health, operate efficiently, and don’t constantly drain budgets or create frustration.

Too often, communities feel burdened by regulatory requirements, unexpected costs, and aging infrastructure that turns their treatment system into a resented “money pit.” Sirion exists to change that. We want communities to see their water and wastewater systems as assets that support a thriving town, not as endless hurdles imposed by regulators.

Through the Performance Partnership, we tie a meaningful portion of our compensation to measurable improvements in efficiency, compliance, and operational performance. At the Enhanced and Premium retainer levels, the program is included by default. For Standard and Basic retainers, it can be added when you’re ready to move from traditional hourly support to shared outcomes.

Working side-by-side with your team, we focus on practical, data-driven improvements — reducing chemical and energy use, optimizing processes, minimizing sludge, and strengthening compliance. When we hit targets together, Sirion earns incentive bonuses. This structure ensures our interests are truly aligned: we only do well when your system runs better, costs less to operate, and changes from a burden on the community into a cornerstone that strengthens it.

Single Project Support

In addition to our monthly retainer services, Sirion Water Solutions offers targeted single-project support for systems that need expert help with specific, well-defined needs. These projects are ideal when you require focused assistance on a particular issue without committing to an ongoing retainer.

Each single project follows a clear, transparent four-step process:

Step 1: Scoping & Initial Deposit – We begin with a scoping call and/or site visit to clearly define the project scope, deliverables, and timeline. This initial deposit is credited toward the total project fee.

Single projects work especially well alongside the Performance Partnership. Clients use them to conduct in-depth assessments, troubleshooting studies, or planning work that directly supports their Performance Partnership goals. For example, a targeted process optimization study or energy assessment can provide the data and recommendations needed to hit chemical reduction, energy savings, or sludge minimization KPIs. This combination allows you to tackle immediate needs while building momentum toward long-term, incentive-aligned improvements.


Sirion Believes in Enablement, Not Extraction

If, after reviewing the scoping documents, you decide not to proceed with the full project, you will only be charged an additional 15% of the total project fee, and you will receive all plans, quotes, analyses, and work related to the project. This gives you the flexibility to evaluate the proposed work before making a larger commitment.

Should you later decide to move forward with Sirion, the original scoping deposit plus the additional 15% will be fully credited toward the total project cost. If significant time has passed and vendor quotes have expired or system conditions have changed, a modest adjustment may be required to update the scope and pricing.
